Sec. 5120.422. The department of rehabilitation and correction shall prescribe rules, in accordance with Chapter 119 of the Revised Code, that govern the department’s actions whenever it has the authority to select a site for a proposed state correctional institution. The rules shall include at least procedures under which the department shall receive, review, and select proposals from persons and political subdivisions for the establishment of a proposed state correctional institution at a particular geographic location.
