There is established within the department of education an office of early learning. The office shall:

- Amendment: A proposal to alter the text of a pending bill or other measure by striking out some of it, by inserting new language, or both. Before an amendment becomes part of the measure, thelegislature must agree to it.
- at-risk children: means :
(1) Children who are: (A) Four (4) years of age on or before August 15. See Tennessee Code 49-6-104 - Oversight: Committee review of the activities of a Federal agency or program.
- State: when applied to the different parts of the United States, includes the District of Columbia and the several territories of the United States. See Tennessee Code 1-3-105
