The board may, consistent with applicable federal and state laws, recruit and retain physicians, nurses, technicians, and other professional personnel through:
(1) scholarship programs;
(2) agreements for future services;
(3) shared personnel;
(4) bonuses; and
(5) any other method the board determines necessary.
