The district has all of the powers and duties necessary to accomplish the purposes for which the district was created, including the powers and duties provided by:
(1) Subchapter E, Chapter 375, Local Government Code; and
(2) the general laws of this state on conservation and reclamation districts created under § 59, Article XVI, Texas Constitution, including Chapter 49, Water Code.
