An improvement project may include a special or supplemental service for the improvement and promotion of the district or for the protection of public health and safety in the district, including:
(1) tourism;
(2) elimination of traffic congestion;
(3) health, sanitation, public safety, and security;
(4) recreational, educational, or cultural improvements, enhancements, and services; and
(5) advertising, promotion, and business recruitment.
