(a) The public safety director shall enter negotiations with an appropriate person or entity of a state bordering this state for the purpose of applying the exemption contained in § 522.004(a)(1) to residents of that state.
(b) The public safety director may enter an agreement to apply the exemption contained in § 522.004(a)(1) to residents of a bordering state only if that state extends a similar exemption to residents of this state.
