All interested organizations shall apply to the secretary of the Department of Transportation and Development for a determination of eligibility.  Applicant organizations must certify and show that it is a financially responsible organization capable of meeting the terms of the grant agreement and that the organization is subject to proper management.  Each organization receiving a grant shall insure, maintain, and operate the equipment acquired under the program, as required by the federal Urban Mass Transportation Act,¹ as amended, and by the Department of Transportation and Development, and shall report to the department as prescribed by the appropriate rules and regulations.
