twithstanding any of the foregoing provisions of this Chapter or any recitals in any bonds or notes issued under the provisions of this Chapter, all such bonds or notes and interest coupons appertaining thereto shall be and are hereby made negotiable instruments under the laws of this Territory, subject to any applicable provisions for registration.
