Crimes against public order and safety are generally classified as “social order” crimes. Public order offenses are those that disturb or invade society’s peace and tranquillity, such as breach of peace, disorderly conduct, fighting, vagrancy, loitering, carrying weapons, public intoxication, rioting, unlawful assembly, and others.These offenses rest on the assumption that public order is inherently valuable and should be maintained, and that disorder won’t be tolerated and should be reduced through application of criminal law.
