Notwithstanding any other provision of this article, exchanges of property tax revenues between school districts as a result of an action to reorganize shall be determined pursuant to subdivision (i) of § 99 of the Revenue and Taxation Code if one or more affected districts receive only basic aid apportionments required by § 6 of Article IX of the California Constitution.
