For purposes of subdivision (c) of § 8 of Article XVI of the California Constitution, “the amount computed pursuant to paragraph (2) of subdivision (b)” shall not be deemed to mean either the amount applied by the state for the support of school districts and community college districts in a fiscal year for which subdivision (b) of § 8 of Article XVI of the California Constitution is suspended pursuant to subdivision (h) of that section, or the amount computed pursuant to paragraph (3) of subdivision (b) of that section.
