Notwithstanding any other provisions of this code, and except as provided in § 3074.7 of the Labor Code, no charges or fees of any kind shall be required to be paid by any apprentice, or by his parents or guardian, for admission or attendance in any class in any school district which provides instruction under § 3074 of the Labor Code in accord with the requirements of subdivision (d) of Section 3078 of that code.
