(a) The board may contract with a public or private hospital, a political subdivision of the state, or a state or federal agency for the district to provide a mobile emergency medical service or other health care services needed to provide for the investigatory or welfare needs of residents of the district.
(b) The board may contract with a person to receive or supply the services the board considers necessary for the effective operation of the district.
