Sec. 7. “ADM of the previous year” means:
(2) for previous state fiscal years ending after June 30, 2019, the average of the previous year‘s fall and spring adjusted ADM counts.
(1) for previous state fiscal years ending before July 1, 2019, the fall count of ADM;
