Sec. 13. (a) The following persons may charge a reasonable fee for actual expenses incurred in complying with this chapter:
(1) A licensed child placing agency.
(2) The court.
(3) The department.
(4) A local office.
(5) A professional health care provider.
(6) The Indiana department of health, except as provided in subsection (b).
(b) The Indiana department of health may not charge a fee for filing a contact preference form under this chapter.
