As used in this chapter:
1. “Department” means the department of education.

- Department: means the department of education. See Iowa Code 256.2
- Director: means the director of the department of education. See Iowa Code 256.2
- Internet: means the federated international system that is composed of allied electronic communication networks linked by telecommunication channels, that uses standardized protocols, and that facilitates electronic communication services, including but not limited to use of the world wide web; the transmission of electronic mail or messages; the transfer of files and data or other electronic information; and the transmission of voice, image, and video. See Iowa Code 4.1
- State board: means the state board of education. See Iowa Code 256.2
2. “Director” means the director of the department of education.
3. “Online learning” and “online coursework” mean educational instruction and content which are delivered primarily over the internet. “Online learning” and “online coursework” do not include print-based correspondence education, broadcast television or radio, videocassettes, or stand-alone educational software programs that do not have a significant internet-based instructional component.
4. “State board” means the state board of education.
5. “Telecommunications” means narrowcast communications through systems that are directed toward a narrowly defined audience and includes interactive live communications. “Telecommunications” does not include online learning.
