A.  The terms “majority of the members” and “majority of its members” in La. Rev. Stat. 33:4096(B) and (D), La. Rev. Stat. 33:4097, La. Rev. Stat. 33:4100, La. Rev. Stat. 33:4121(B), La. Rev. Stat. 33:4125, La. Rev. Stat. 33:4128, La. Rev. Stat. 33:4138, La. Rev. Stat. 33:4141, La. Rev. Stat. 33:4148 and La. Rev. Stat. 33:4151 and “two-thirds of the members” in La. Rev. Stat. 33:4096(B) and La. Rev. Stat. 33:4121(B), when used in connection with a vote by the respective members of the Sewerage and Water Board of New Orleans, the Board of Liquidation, City Debt, or the council of the city of New Orleans, shall mean a majority or two-thirds of the members of the respective bodies holding office at the time such a vote is taken, as the case may be.

B.  The singular comprehends the plural with regard to words and phrases used in the above cited statutes unless the context clearly indicates otherwise.
