(a) The State Board of Education shall encourage schools to offer American Sign Language classes in high schools as a modern foreign language.
(b) The State Board of Education shall adopt and implement standards for the certification of teachers of American Sign Language and shall set standards for teacher preparation programs that prepare students for certification as American Sign Language teachers. ?(2017-126, s. 5.)

- board: means a city board of education, county board of education, or a city-county board of education. See North Carolina General Statutes 115C-5
- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories, so called; and the words "United States" shall be construed to include the said district and territories and all dependencies.
