(a) Within six (6) months from May 2, 2017, the department of safety, in consultation with state and local law enforcement agencies, shall develop advisory guidelines concerning best behaviors for drivers to exercise when stopped by law enforcement officers.

  • Commissioner: means the commissioner of safety. See Tennessee Code 55-8-101
  • Damages: Money paid by defendants to successful plaintiffs in civil cases to compensate the plaintiffs for their injuries.
  • Department: means the department of safety. See Tennessee Code 55-8-101
  • Driver: means :
    (A) For purposes of a conventionally operated vehicle, every person who drives or is in actual physical control of a vehicle. See Tennessee Code 55-8-101
  • State: when applied to the different parts of the United States, includes the District of Columbia and the several territories of the United States. See Tennessee Code 1-3-105
(b) After the advisory guidelines are completed and approved by the commissioner, the department of education shall make the advisory guidelines an integral part of driver education in this state.
(c) These advisory guidelines shall be promoted to the public, as the department deems fit, to increase awareness and public safety.
(d) Law enforcement officers shall be trained that citizens may, but are not required to, follow the advisory guidelines established pursuant to this section, and that citizens shall not be liable for any civil damages or subject to any other liability or action for any failure to comply with these guidelines.
