(a) The board may contract with a political subdivision of this state or a public or private hospital, private corporation, partnership, or cooperative, located inside or outside the district, for the care and treatment of a sick or injured person of the political subdivision.
(b) The board may contract with this state or a federal agency for the treatment of a sick or injured person.
