(a) The candidate receiving the highest number of votes from each commissioners precinct of Runnels County is the initial elected director for that precinct, and the three candidates receiving the highest number of votes from the district at large are the initial elected directors for the district at large.
(b) Initial elected directors serve three-year terms.

- Person: includes corporation, organization, government or governmental subdivision or agency, business trust, estate, trust, partnership, association, and any other legal entity. See Texas Government Code 311.005
(c) To be a candidate for or to serve as an initial elected director, a person must be:
(1) a resident of the district; and
(2) a qualified voter.
(d) An employee of the district may not serve as an initial elected director.
