(a) The district shall provide for the medical and hospital care of the district’s needy inhabitants, as required by Section 9, Article IX, Texas Constitution, and this chapter.
(b) The district has full responsibility for providing health care services for the district’s indigent residents, subject to the provisions of this chapter.
