1. The department of higher education and workforce development shall, by rule, establish a procedure for providing the means and capability for high school students enrolled in career and technical education programs described in section 170.029 to complete an application for aid through the Employment and Training Administration of the United States Department of Labor under the federal Workforce Innovation and Opportunity Act. The department shall work with school districts that deliver career and technical education programs to educate students on the value of the aid that is available to students through the federal Workforce Innovation and Opportunity Act.

2. To accomplish the purposes of subsection 1 of this section, the department shall ensure that the following percentages of all department of elementary and secondary education area career centers that deliver career and technical education programs have the means and capability for students at such schools to complete an application for aid through the Employment and Training Administration of the United States Department of Labor under the federal Workforce Innovation and Opportunity Act:

(1) For the 2022-23 school year, fifty percent;

(2) For the 2023-24 school year, seventy percent;

(3) For the 2024-25 school year, ninety percent; and

(4) For the 2025-26 school year and every school year thereafter, one hundred percent.
