  • Abatement: means any set of measures designed to eliminate lead hazards permanently in accordance with standards established by appropriate State and federal agencies. See
  • Accept: means to solicit, receive, or agree to receive. See
  • Accredited training program: means a training program that has been approved by the Commissioner of Health to provide training for individuals engaged in lead-based paint activities or RRPM activities. See
  • Action level: means four parts per billion (ppb) of lead. See
  • Affidavit: A written statement of facts confirmed by the oath of the party making it, before a notary or officer having authority to administer oaths.
  • Affidavit: means the Vermont campaign finance affidavit required under section 2982 of this chapter. See
  • Aftermarket stain and water resistant treatments: means treatments for textile and leather consumer products used in residential settings that have been treated during the manufacturing process for stain, oil, and water resistance but excludes products marketed or sold exclusively for use at industrial facilities during the manufacture of a carpet, rug, clothing, or shoe. See
  • Alternative water source: means :

  • Amendment: A proposal to alter the text of a pending bill or other measure by striking out some of it, by inserting new language, or both. Before an amendment becomes part of the measure, thelegislature must agree to it.
  • Annual meeting: when applied to towns shall mean the annual town meeting in March or an adjournment thereof. See
  • Antimicrobial pesticide: means a product regulated by the federal Insecticide, Fungicide and Rodenticide Act that is intended to:

  • Anything of value: means , without limitation, tangible or intangible property, money, commercial interests, or governmental employment. See
  • Appeal: A request made after a trial, asking another court (usually the court of appeals) to decide whether the trial was conducted properly. To make such a request is "to appeal" or "to take an appeal." One who appeals is called the appellant.
  • Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization
  • Asbestos: means the asbestiform varieties of chrysotile (serpentine); crocidolite (riebeckite); amosite (cummingtonite-grunerite); anthophyllite; tremolite; and actinolite. See
  • Asbestos abatement: means the repair, enclosure, removal, encapsulation, or any other activity for the evaluation or control of any material which contains more than one percent asbestos by weight. See
  • Assets: (1) The property comprising the estate of a deceased person, or (2) the property in a trust account.
  • Authoritative source: means a physician licensed in the State, superintendent of a State institution or private hospital, medical officers of the armed forces of the State or United States, State and territorial health officers, and personnel of the Department of Health designated by the Commissioner of Health.   • biennially: shall mean the year in which a regular session of the General Assembly is held. See
  • Bisphenols: means any member of a class of industrial chemicals that contain two hydroxyphenyl groups. See
  • Blueprint: means the State's program for integrating a system of health care for patients, improving the health of the overall population, and improving control over health care costs by promoting health maintenance, prevention, and care coordination and management. See
  • Board: means the Green Mountain Care Board established in chapter 220 of this title. See
  • Building: means any structure, facility, addition, or wing that may be occupied or used by children or students. See
  • Campaign: means any organized or coordinated activity undertaken by two or more persons, any part of which is designed to influence the nomination, election, or defeat of any candidate or the passage, defeat, or modification of any public question. See
  • Candidate: means an individual who has taken affirmative action to become a candidate for State, county, local, or legislative office in a primary, special, general, or local election. See
  • candidate: includes the candidate's committee, except in regard to the provisions of section 2947 of this subchapter. See
  • Caucus: From the Algonquian Indian language, a caucus meant "to meet together." An informal organization of members of the legislature that exists to discuss issues of mutual concern and possibly to perform legislative research and policy planning for its members. There are regional, political or ideological, ethnic, and economic-based caucuses.
  • Certified: means completion of an accredited training program by an individual. See
  • Charity: An agency, institution, or organization in existence and operating for the benefit of an indefinite number of persons and conducted for educational, religious, scientific, medical, or other beneficent purposes.
  • Chemical: means a substance with a distinct molecular composition or a group of structurally related substances and includes the breakdown products of the substance or substances that form through decomposition, degradation, or metabolism. See
  • Chemical of high concern to children: means a chemical listed under section 1773 or designated by the Department as a chemical of high concern by rule under section 1776 of this title. See
  • child: means an individual from the time of birth to 18 years of age. See
  • Child care facility: means a child care facility or family child care home as defined in 33 V. See
  • Child-occupied facility: means a building or portion of a building constructed prior to 1978, visited regularly by the same child, six years of age or under, on at least two different days within any week, provided that each day's visit lasts at least three hours and the combined weekly visits last at least six hours and the combined annual visits last at least 60 hours. See
  • children: means an individual or individuals under 18 years of age, except where specified as a child or children six years of age or younger. See
  • children: means an individual or individuals under 12 years of age. See
  • Chronic care: means health services provided by a health care professional for an established clinical condition that is expected to last a year or more and that requires ongoing clinical management attempting to restore the individual to highest function, minimize the negative effects of the condition, prevent complications related to chronic conditions, engage in advanced care planning, and promote appropriate access to palliative care and pain and symptom management. See
  • Cleaning product: means an institutional compound intended for routine cleaning, including general purpose cleaners, bathroom cleaners, glass cleaners, carpet cleaners, floor care products, and hand soaps. See
  • Commercial facility: means any building constructed for the purposes of commercial or industrial activity and not primarily intended for use by the general public, including office complexes, industrial buildings, warehouses, factories, and storage facilities. See
  • Commissioner: means the Commissioner of Health. See
  • Commissioner: means the Commissioner of Health or the Commissioner's designee. See
  • Common law: The legal system that originated in England and is now in use in the United States. It is based on judicial decisions rather than legislative action.
  • Complaint: A written statement by the plaintiff stating the wrongs allegedly committed by the defendant.
  • Consumer product: means any product that is regularly used or purchased to be used for personal, family, or household purposes. See
  • Contaminant: means a trace amount of a chemical or chemicals that is incidental to manufacturing and serves no intended function in the children's product or component of the children's product, including an unintended by-product of chemical reactions during the manufacture of the children's product, a trace impurity in feed-stock, an incompletely reacted chemical mixture, and a degradation product. See
  • Continuance: Putting off of a hearing ot trial until a later time.
  • Contract: A legal written agreement that becomes binding when signed.
  • Contractor: means any firm, partnership, association, corporation, sole proprietorship, or other business concern as well as any governmental, religious, or social organization or union that agrees to perform services. See
  • Contribution: means a payment, distribution, advance, deposit, loan, or gift of money or anything of value, paid or promised to be paid for the purpose of influencing an election, advocating a position on a public question, or supporting or opposing one or more candidates in any election. See
  • Conviction: A judgement of guilt against a criminal defendant.
  • Corporation: A legal entity owned by the holders of shares of stock that have been issued, and that can own, receive, and transfer property, and carry on business in its own name.
  • Cosmetics: means articles intended to be rubbed, poured, sprinkled, or sprayed on, introduced into, or otherwise applied to the human body or any part thereof for cleansing, beautifying, promoting attractiveness, or altering appearance, and articles intended for use as a component of such an article. See
  • Damages: Money paid by defendants to successful plaintiffs in civil cases to compensate the plaintiffs for their injuries.
  • de-leading: means activities conducted by a person who offers to eliminate or plan for the elimination of lead-based paint or lead hazards. See
  • Deed: The legal instrument used to transfer title in real property from one person to another.
  • Defendant: In a civil suit, the person complained against; in a criminal case, the person accused of the crime.
  • Department: means the Department of Health. See

  • Dependent: A person dependent for support upon another.
  • Deteriorated paint: means any interior or exterior lead-based paint or other coating that is peeling, chipping, chalking, or cracking or any paint or other coating located on an interior or exterior surface or component that is otherwise damaged or separated from the substrate. See
  • Discovery: Lawyers' examination, before trial, of facts and documents in possession of the opponents to help the lawyers prepare for trial.
  • Distributor: means any person or entity that distributes cleaning products commercially, but excludes retail stores. See
  • Docket: A log containing brief entries of court proceedings.
  • Domestic: when applied to a corporation, company, association, or copartnership shall mean organized under the laws of this State; "foreign" when so applied, shall mean organized under the laws of another state, government, or country. See
  • Due date: means the date by which an owner of rental target housing or a child care facility shall file with the Department the RRPM compliance statement required by section 1759 of this title. See
  • Dwelling: means any residential unit, including attached structures such as porches and stoops, used as the home or residence of one or more persons. See
  • Election: means the procedure whereby the voters of this State or any of its political subdivisions select a person to be a candidate for public office or to fill a public office or to act on public questions, including voting on constitutional amendments. See
  • Electioneering communication: means any communication that refers to a clearly identified candidate for office and that promotes or supports a candidate for that office or attacks or opposes a candidate for that office, regardless of whether the communication expressly advocates a vote for or against a candidate, including communications published in any newspaper or periodical or broadcast on radio or television or over the Internet or any public address system; placed on any billboards, outdoor facilities, buttons, or printed material attached to motor vehicles, window displays, posters, cards, pamphlets, leaflets, flyers, or other circulars; or contained in any direct mailing, robotic phone calls, or mass electronic or digital communications. See
  • Electorate: means the qualified voters in a school district voting at a properly warned school district meeting. See
  • Elevated blood lead level: means having a blood lead level of at least five micrograms per deciliter of human blood, or a lower threshold as determined by the Commissioner. See
  • Environmentally preferable cleaning product: means a cleaning product that has a lesser or reduced effect on human health and the environment when compared to competing products serving the same purpose. See
  • Equitable: Pertaining to civil suits in "equity" rather than in "law." In English legal history, the courts of "law" could order the payment of damages and could afford no other remedy. See damages. A separate court of "equity" could order someone to do something or to cease to do something. See, e.g., injunction.   • Fraud: Intentional deception resulting in injury to another.
  • Full name: means an individual's full first name, middle name or initial, if any, and full legal last name, making the identity of the person who made the contribution apparent by unambiguous reference. See
  • General election: means the election held on the first Tuesday after the first Monday in November, in even-numbered years. See
  • General election period: means the period beginning the day after the primary election and ending the day of the general election. See
  • Gift: A voluntary transfer or conveyance of property without consideration, or for less than full and adequate consideration based on fair market value.
  • Give: means to offer, present, confer, pay, or deliver; also to agree or promise to do any of the foregoing. See
  • Global payment: means a payment from a health insurer, Medicaid, Medicare, or other payer for the health services of a defined population of patients for a defined period of time. See

  • Green cleaning: means a practice that includes:

  • Guardian: A person legally empowered and charged with the duty of taking care of and managing the property of another person who because of age, intellect, or health, is incapable of managing his (her) own affairs.
  • Health care professional: means an individual, partnership, corporation, facility, or institution licensed or certified or authorized by law to provide professional health care services. See
  • Health officer: means Commissioner of Health, the Commissioner's designee, or a local or district health officer. See
  • Hospital: means a place devoted primarily to the maintenance and operation of diagnostic and therapeutic facilities for inpatient medical or surgical care of individuals suffering from illness, disease, injury, or deformity, or for obstetrics. See
  • Hospital: includes public health centers and general, tuberculosis, mental, chronic disease, and other type of hospitals and related facilities, such as laboratories, out-patient departments, nurses' homes and training facilities, and central service facilities, operated in connection with hospitals, but does not include any hospital furnishing primarily domiciliary care.   • importer: means the owner of the product. See
  • Independent dust clearance: means a visual examination and collection of dust samples, by a lead-based paint inspector or lead-based paint inspector-risk assessor who has no financial interest in either the work being performed or the property to be inspected and is independent of both the persons performing the work and the owner of the property. See
  • Independent expenditure-only political committee: means a political committee that conducts its activities entirely independent of candidates; does not give contributions to candidates, political committees, or political parties; does not make related expenditures; and is not closely related to a political party or to a political committee that makes contributions to candidates or makes related expenditures. See
  • Independent third party: means a nationally recognized organization that has developed a program for the purpose of certifying environmentally preferable cleaning products. See
  • Injunction: An order of the court prohibiting (or compelling) the performance of a specific act to prevent irreparable damage or injury.
  • Inspection: means a surface-by-surface investigation to determine the presence of lead-based paint and other lead hazards and the provision of a report explaining the results of the investigation. See
  • Intentionally added: means the addition of a chemical in a product that serves an intended function in the product component. See

  • Jurisdiction: (1) The legal authority of a court to hear and decide a case. Concurrent jurisdiction exists when two courts have simultaneous responsibility for the same case. (2) The geographic area over which the court has authority to decide cases.
  • Justice: when applied to a person, other than a Justice of the Supreme Court, shall mean a justice of the peace for the county for which he or she is elected or appointed. See
  • Lead hazard: means a condition that causes exposure to lead from contaminated dust, lead-contaminated soil, lead-containing coatings, or lead-contaminated paint that is deteriorated or present in accessible surfaces, friction surfaces, or impact surfaces that would result in adverse human health effects. See
  • Lead-based paint: means paint or other surface coatings that contain lead in an amount:

  • Lead-based paint abatement supervisor: means any individual who has satisfactorily completed an accredited training program approved by the Commissioner and has a current license issued by the Department to perform abatement work supervision. See
  • Lead-based paint activities: means :

  • Lead-based paint inspector: means an individual who has satisfactorily completed an accredited training program approved by the Commissioner and has a current license issued by the Department to conduct lead-based paint inspections. See
  • Lead-based paint inspector-risk assessor: means an individual who has satisfactorily completed an accredited training program approved by the Commissioner and has a current license issued by the Department to conduct lead-based paint inspections and risk assessments. See
  • Lead-based paint project designer: means an individual who has satisfactorily completed an accredited training program approved by the Commissioner and has a current license issued by the Department to prepare lead abatement project designs, occupant protection plans, and abatement reports. See
  • Lead-safe RRPM supervisor: means an individual who has completed an accredited RRPM training program approved by the Commissioner and, if performing services for compensation, has a current license issued by the Department. See
  • Lease: A contract transferring the use of property or occupancy of land, space, structures, or equipment in consideration of a payment (e.g., rent). Source: OCC

  • Lien: A claim against real or personal property in satisfaction of a debt.
  • Local board of health: means the local health officer, with the selectboard of the town or city council of a city. See
  • Local election: means any election that deals with the selection of persons to fill public office or the settling of public questions solely within a single municipality. See
  • Maintenance: means work intended to maintain and preserve target housing, a child-occupied facility, a pre-1978 facility, a commercial facility, bridge, or other superstructure. See
  • Manufacturer: means any person, firm, association, partnership, corporation, organization, joint venture, importer, or domestic distributor of firefighting agents or equipment. See
  • Manufacturer: means :

  • Mass media activity: means a television commercial, radio commercial, Internet advertisement, mass mailing, mass electronic or digital communication, literature drop, newspaper or periodical advertisement, robotic phone call, or telephone bank, that includes the name or likeness of a clearly identified candidate for office.   • Medical facilities: means diagnostic or diagnostic and treatment centers, rehabilitation facilities and nursing homes as those terms are defined in the federal act, and such other medical facilities for which federal aid may be authorized under the federal act. See
  • Month: shall mean a calendar month and "year" shall mean a calendar year and be equivalent to the expression "year of our Lord. See
  • Mortgage: The written agreement pledging property to a creditor as collateral for a loan.
  • Motor vehicle: means all vehicles propelled or drawn by power other than muscular power, including snowmobiles, motorcycles, all-terrain vehicles, farm tractors, vehicles running only upon stationary rails or tracks, motorized highway building equipment, road-making appliances, or tracked vehicles or electric personal assistive mobility devices.   • Municipality: shall include a city, town, town school district, incorporated school or fire district or incorporated village, and all other governmental incorporated units. See
  • Municipality: means any city, town, incorporated village, town fire district, or other political subdivision that provides firefighting services pursuant to general law or municipal charter. See
  • Obligation: An order placed, contract awarded, service received, or similar transaction during a given period that will require payments during the same or a future period.

  • Oversight: Committee review of the activities of a Federal agency or program.
  • Owner: means any person who, alone or jointly or severally with others:

  • Package: means a container providing a means of marketing, protecting, or handling a product and shall include a unit package, an intermediate package, and a shipping container. See
  • Packaging component: means an individual assembled part of a package, such as any interior or exterior blocking, bracing, cushioning, weatherproofing, exterior strapping, coatings, closures, inks, and labels, and disposable gloves used in commercial or institutional food service. See
  • Palliative care: means interdisciplinary care given to improve the quality of life of patients and their families facing the problems associated with a serious medical condition. See
  • Partnership: A voluntary contract between two or more persons to pool some or all of their assets into a business, with the agreement that there will be a proportional sharing of profits and losses.
  • Party candidate listing: means any communication by a political party that:

  • Payment reform: means modifying the method of payment from a fee for-service basis to one or more alternative methods for compensating health care professionals, health care provider bargaining groups created pursuant to section 9409 of this title, integrated delivery systems and other health care professional arrangements, manufacturers of prescribed products, medical supply companies, and other companies providing health services or health supplies, for the provision of high-quality and efficient health services, products, and supplies while measuring quality and efficiency. See
  • Permit: means any permit or license issued pursuant to this title. See
  • Persistent bioaccumulative toxic: means a chemical or chemical group that, based on credible scientific information, meets each of the following criteria:

  • Person: means any individual, business entity, labor organization, public interest group, or other organization, incorporated or unincorporated. See
  • Person: shall include any natural person, corporation, municipality, the State of Vermont or any department, agency, or subdivision of the State, and any partnership, unincorporated association, or other legal entity. See

  • Personal property: All property that is not real property.
  • Personal protective equipment: means clothing designed, intended, or marketed to be worn by firefighting personnel in the performance of their duties, designed with the intent for use in fire and rescue activities, and includes jackets, pants, shoes, gloves, helmets, and respiratory equipment. See
  • PFAS: means a class of fluorinated organic chemicals containing at least one fully fluorinated carbon atom. See
  • Political party: means a political party organized under chapter 45 of this title and any committee established, financed, maintained, or controlled by the party, including any subsidiary, branch, or local unit thereof, and shall be considered a single, unified political party. See
  • Pregnancy-associated death: means the death of a woman while pregnant or within one year following the end of pregnancy, irrespective of cause. See
  • Pregnancy-related death: means the death of a woman while pregnant or within one year following the end of pregnancy, irrespective of the duration and site of the pregnancy, from any cause related to or aggravated by her pregnancy or its management, but not from accidental or incidental causes. See
  • President pro tempore: A constitutionally recognized officer of the Senate who presides over the chamber in the absence of the Vice President. The President Pro Tempore (or, "president for a time") is elected by the Senate and is, by custom, the Senator of the majority party with the longest record of continuous service.
  • Preventive care: means health services provided by health care professionals to identify and treat asymptomatic individuals who have risk factors or preclinical disease, but in whom the disease is not clinically apparent, including immunizations and screening, counseling, treatment, and medication determined by scientific evidence to be effective in preventing or detecting a condition.   • Primary: means any election that precedes a general or special election, for the purpose of permitting political parties to nominate, from among all of the candidates for any office, only that number of candidates equal to the number of persons to be elected to that office at the succeeding general or special election. See
  • Primary election period: means the period beginning the day after primary petitions must be filed under section 2356 of this title and ending the day of the primary election. See
  • Probation: A sentencing alternative to imprisonment in which the court releases convicted defendants under supervision as long as certain conditions are observed.
  • Psychiatric disability: means an impairment of thought, mood, perception, orientation, or memory that limits one or more major life activities but does not include intellectual disability. See
  • Public facility: means a house of worship; courthouse; jail; municipal room; State or county institution; railroad station; school building; social hall; hotel, restaurant, or building used or rented to boarders or roomers; place of amusement; factory; mill; workshop or building in which persons are employed; building used as a nursery, convalescent home, or home for the aged; tent or outdoor structure used for public assembly; and barn, shed, office building, store, shop, shop other than a workshop, or space where goods are offered for sale, wholesale, or retail. See
  • Public health hazard: means the potential harm to the public health by virtue of any condition or any biological, chemical, or physical agent. See
  • Public health risk: means the probability of experiencing a public health hazard. See
  • Public office: means any office in the U. See
  • Public question: means an issue that is before the voters for a binding decision. See
  • Publicly owned buildings and offices: means enclosed indoor places or portions of such places owned, leased, or rented by State, county, or municipal governments, or by agencies supported by appropriation of, or by contracts or grants from, funds derived from the collection of federal, State, county, or municipal taxes. See
  • Quorum: The number of legislators that must be present to do business.
  • real estate: shall include lands, tenements, and hereditaments and all rights thereto and interests therein, and pews or slips in places of public worship shall be treated as real estate. See
  • Remainder: An interest in property that takes effect in the future at a specified time or after the occurrence of some event, such as the death of a life tenant.
  • Renovation: includes the performance of activities for the purpose of converting a building or part of a building into target housing or a child-occupied facility when it results in the disturbance of a painted surface. See
  • Rental target housing: means target housing offered for lease or rental under a rental agreement as defined in 9 V. See
  • Repair: means the restoration of paint or other coatings that have been damaged, including the repair of permanent containment around lead-based paint materials in a facility. See
  • Risk assessment: means an on-site investigation by a lead-based paint inspector-risk assessor to determine and report the existence, nature, severity, and location of lead hazards, including information gathering about the age and history of the property and occupancy by children six years of age or younger, visual inspection, limited wipe sampling, or other environmental sampling techniques, other appropriate risk assessment activities, and a report on the results of the investigation. See
  • RRPM: means the Renovation, Repair, Painting, and Maintenance Program that pertains to projects that disturb lead-based paint on target housing and child-occupied facilities. See
  • RRPM activities: means lead-safe renovation, repair, painting, and maintenance practices as required by section 1759 of this chapter and as adopted by rule by the Commissioner. See
  • Rug or carpet: means a thick fabric used to cover floors. See
  • School: means :

  • School board: means the board of school directors elected to manage the schools of a school district, the prudential committee of an incorporated school district, the supervisory union board of directors, and the supervisors of unorganized towns and gores. See
  • School district: means town school districts, union school districts, interstate school districts, city school districts, unified union districts, and incorporated school districts, each of which is governed by a publicly elected board. See
  • School district meeting: means a duly warned meeting of a school district at which questions are presented to the electorate. See
  • School officers: shall include all persons, other than teachers, who have to do with matters pertaining to public schools. See
  • School year: means the year beginning July 1 and ending the next June 30. See
  • Secretary: means the Secretary of State. See
  • Secretary: means the Secretary of Education. See
  • Secretary of Health and Human Services: means the Secretary of Health and Human Services of the United States. See
  • Settlement: Parties to a lawsuit resolve their difference without having a trial. Settlements often involve the payment of compensation by one party in satisfaction of the other party's claims.
  • Single source: means an individual, partnership, corporation, association, labor organization, or any other organization or group of persons that is not a political committee or political party. See
  • Single-user toilet facility: means a single-occupancy restroom with at least one water closet and with an outer door that can be locked by the occupant. See
  • Ski wax: means a lubricant applied to the bottom of snow runners, including skis and snowboards, to improve their grip and glide properties. See
  • Special election: means an election that is not provided for by law to be held at stated intervals. See
  • State: when applied to the different parts of the United States may apply to the District of Columbia and any territory and the Commonwealth of Puerto Rico. See
  • State Board: means the State Board of Education established by chapter 3 of this title. See
  • State office: means the office of Governor, Lieutenant Governor, State Treasurer, Secretary of State, Auditor of Accounts, and Attorney General. See
  • Statute: A law passed by a legislature.
  • Subpoena: A command to a witness to appear and give testimony.
  • Superstructure: means a large steel or other industrial structure, such as a bridge or water tower, that may contain lead-based paint. See
  • sworn: shall include affirmed. See
  • Target housing: means any dwelling constructed prior to 1978, except any 0-bedroom dwelling or any dwelling located in multiple-unit buildings or projects reserved for the exclusive use of elders or persons with disabilities, unless a child six years of age or younger resides in or is expected to reside in that dwelling. See
  • Telephone bank: means more than 500 telephone calls of an identical or substantially similar nature that are made to the general public within any 30-day period. See
  • Terminal: means an establishment primarily engaged in the wholesale distribution of crude petroleum and petroleum products, including liquefied petroleum gas from bulk liquid storage facilities. See
  • Testify: Answer questions in court.
  • Testimony: Evidence presented orally by witnesses during trials or before grand juries.
  • Town: shall include city and wards or precincts therein; "selectboard members" and "board of civil authority" shall extend to and include the mayor and aldermen of cities; "trustees" shall extend to and include bailiffs of incorporated villages; and the laws applicable to the inhabitants and officers of towns shall be applicable to the inhabitants and similar officers of all municipal corporations.   • Town: includes "city. See
  • Transcript: A written, word-for-word record of what was said, either in a proceeding such as a trial or during some other conversation, as in a transcript of a hearing or oral deposition.
  • Trial: A hearing that takes place when the defendant pleads "not guilty" and witnesses are required to come to court to give evidence.
  • Trustee: A person or institution holding and administering property in trust.
  • Two-year general election cycle: means the 24-month period that begins 38 days after a general election. See
  • Venereal disease: means syphilis, gonorrhea, and any other sexually transmitted disease which the Department finds to be of significance and amenable to control. See
  • Vermont campaign finance qualification period: means the period beginning February 15 of each even-numbered year and ending on the date on which primary petitions must be filed under section 2356 of this title. See
  • Vessel: means every description of watercraft used or capable of being used as a means of transportation on water. See
  • Village: shall mean an incorporated village. See
  • Voter: means an individual who is qualified to vote in an election in this State or a political subdivision of this State, and whose name is registered on the checklist of a political subdivision of the State. See
  • Wellness services: means health services, programs, or activities that focus on the promotion or maintenance of good health. See
  • Year: means a calendar year. See
